In order to cool a person down the integrated PCM (phase change material) elements will gradually go from a solid state (below 22°C) to a liquid form (28°C) as it absorbs heat energy.  

Once there is a change in the ambient temperature and it becomes lower than 20°C the PCM elements will encounter a phase change and become solid again over the course of a couple of hours.
